The argument

A link is not the resource itself: it is an address plus a relationship to a resource. That is precisely the useful part of MCP resource discovery. Follow this href and the server returns its representation.

MCP calls this resource://hypermedia-mcp/mcp-is-hypermedia. HTML calls it /resources/mcp-is-hypermedia. Both are identifiers for a retrievable thing.
